When you are providing workable solutions, do not come with full blown proposals and overwhelm your boss with your ideas. Do something small each day: (make a suggestion, send an e-mail with an idea, engage in brief conversations with your boss).  The point is to take your time, be deliberate in your approach, and gain the trust of your boss when discussing the sensitive topics that are causing them pain.
